Posta Kenya Unveils Sh100m Cold Chain Fleet in Healthcare Logistics Push

The Postal Corporation of Kenya (Posta) is diversifying into specialised healthcare logistics with the launch of 11 temperature controlled vehicles worth approximately Sh100 million, in a move aimed at strengthening the delivery of essential medical products while reviving the commercial fortunes of the state owned postal service.

The fleet, unveiled by Information, Communication and the Digital Economy Cabinet Secretary William Kabogo at the Communications Authority of Kenya (CA) headquarters, will operate under the Post for Health project, which seeks to address critical gaps in the transportation of temperature sensitive medical supplies.

The initiative will leverage Posta’s nationwide network of more than 600 postal outlets to improve the distribution of healthcare products, particularly to underserved and remote communities where reliable transportation and cold chain infrastructure remain a challenge.

The investment marks a significant shift for the corporation, which has been grappling with declining traditional mail volumes as digital communication continues to reshape the postal industry.

William Kabogo Cabinet secretary information communication and digital economy during the launch of the Post4Health Project, an initiative that puts the Postal Corporation of Kenya’s nationwide network to work in supporting the delivery of essential medical products.

Posta Postmaster General John Tanui said the project was part of a broader strategy to transform the corporation into a modern logistics enterprise capable of responding to emerging economic and public service needs.

“Postal Kenya remains a vital national institution, connecting communities and businesses through a network of over 600 postal outlets across the country. As the logistics industry evolves, we are diversifying beyond traditional postal mail and embracing new opportunities that respond to national needs,” Mr Tanui said.

He said the new fleet would enable the corporation to safely transport temperature sensitive medical products while opening up opportunities in agriculture, fisheries, food distribution and other sectors requiring specialised transportation.

The vehicles were acquired through support from the Government of Japan, the Universal Postal Union (UPU), the Communications Authority and the Universal Service Fund.

Mr Tanui said the investment would help improve supply chain efficiency, reduce losses, expand the corporation’s customer base and establish sustainable revenue streams.

He called on healthcare institutions, pharmaceutical companies and other organisations to explore cold chain logistics partnerships with Posta.

“The success of the Post for Health project will be measured by reliable service delivery, effective cold chain management and continued collaboration with healthcare stakeholders,” he said.

The corporation, he added, would prioritise professional fleet management, safe handling of temperature sensitive products and compliance with operational and regulatory standards.

Communications Authority Director General David Mugonyi said the project was part of efforts to support the postal sector’s transformation and ensure that the national postal network remained relevant in an increasingly digital economy.

He said the regulator had a responsibility to support last mile delivery, particularly in areas where commercial operators might find it difficult to establish sustainable operations.

Mr Mugonyi said the decline in traditional mail services had forced postal operators to explore new business models, with logistics emerging as a critical opportunity.

“Many people will be wondering why we are having to buy trucks for Postal Corporation of Kenya. Why can’t they buy them themselves? We have an obligation as a regulator, and through the guidance of the Universal Postal Union, to assist on one thing called last mile delivery,” he said.

He said the authority would closely monitor the implementation of the project to ensure the vehicles delivered the intended results.

The regulator expects the fleet to meet strict delivery timelines, particularly in transporting medical supplies from the Kenya Medical Supplies Authority (KEMSA) to health facilities across the country.

Mr Mugonyi warned that the corporation would be held accountable for delays, noting that the effectiveness of the initiative would depend on its ability to deliver essential products within agreed timelines.

He said the authority had also supported Posta through security and tracking technologies, including radio frequency identification systems, to improve parcel monitoring and accountability.

The authority is further supporting the corporation through connectivity initiatives and the Universal Service Fund, which has been used to expand access to postal services and refurbish facilities in underserved areas.

The Communications Authority board said the project must be accompanied by strong governance, accountability and a sustainable operating model to ensure the public investment delivers lasting value.

Representing the board chairman, Charles Karondo, Eric Langat said the initiative demonstrated how the country’s postal infrastructure could be repositioned to support national development priorities.

He said the authority’s 2023-2027 strategic plan prioritised the modernisation of postal and courier services, the establishment of an operational national addressing system, the sustainability of public postal services and the adoption of tracking and security technologies.

Mr Langat said the authority expected Posta to demonstrate responsible stewardship of the vehicles, measurable service delivery outcomes and a sustainable plan covering staffing, maintenance and operational costs.

“Assets acquired for the project should be properly recorded, maintained and used for their intended purpose,” he said.

He added that the corporation would be expected to provide regular reports demonstrating the services delivered and identifying challenges requiring intervention.

The authority is also targeting the expansion of postal and courier services to 1,421 sub locations identified as underserved, in a bid to ensure that communities are not excluded from the country’s digital and economic transformation.

Mr Langat said the regulator would retain its oversight role, while Posta would be responsible for service delivery and healthcare partners would ensure the project met the needs of the health sector.

The Government of Japan, through the Universal Postal Union’s Post for Health programme, contributed significantly to the acquisition of the fleet.

The partnership reflects growing international support for the use of postal infrastructure to strengthen public service delivery, particularly in healthcare and logistics.

The launch was attended by representatives of the Japanese Embassy, the Universal Postal Union, the National Treasury, the Communications Authority, Posta management and workers’ representatives.

The project comes at a time when the government is seeking to strengthen healthcare supply chains and improve access to essential services, particularly in remote and underserved areas.

For Posta, the initiative presents an opportunity to move beyond traditional mail delivery and establish itself as a competitive player in specialised logistics.

The success of the project will depend on the corporation’s ability to maintain the cold chain, meet delivery schedules and build confidence among healthcare institutions and other potential clients.

With the new fleet, Posta is seeking to demonstrate that its extensive national network can remain relevant in a digital economy while contributing to improved healthcare delivery and commercial sustainability.
