    Kiambu County Prioritises Revenue Growth, Institutional Reforms and Strategic Projects Under KDSP II

    Kiambu County has outlined a series of priority interventions aimed at strengthening governance, improving public service delivery and accelerating development under the Second Kenya Devolution Support Programme (KDSP II), following a high-level meeting between the Department of Administration and Public Service and the County Programme Implementing Unit (CPIU).

    The meeting marked the first engagement between the newly appointed Chief Officer for Administration and Public Service, Martin Kangiri, and members of the CPIU since he assumed office. It provided an opportunity for the programme implementation team to brief the Chief Officer on the status of KDSP II implementation, key milestones achieved, ongoing activities, existing challenges and the strategic priorities that will guide the programme in the coming months.

    The session was facilitated by Michael Kang’ethe, Director of Administration and County Programme Coordinator for KDSP II, who presented a comprehensive progress report on the programme and outlined areas requiring continued focus to ensure the county achieves its development objectives.

    Addressing the implementation team, Kangiri underscored the importance of teamwork, accountability and timely execution of programme activities, saying these principles would be critical in ensuring the successful delivery of KDSP II outcomes.

    He reaffirmed the Department’s commitment to providing strategic leadership, policy direction and the necessary institutional support to ensure the programme delivers tangible benefits to residents across Kiambu County.

    Kangiri noted that effective collaboration among departments, prudent utilisation of public resources and adherence to implementation timelines would enhance service delivery and strengthen public confidence in county programmes.

    During the meeting, Kang’ethe highlighted several priority areas that will shape the next phase of KDSP II implementation.

    Among the key priorities is enhancing the county’s own-source revenue collection to increase locally generated income and reduce reliance on external funding. He noted that improved revenue mobilisation would enable the county government to finance more development projects and improve essential public services.

    The programme will also focus on strengthening institutional frameworks and building the capacity of county staff through continuous training and professional development. According to Kang’ethe, a skilled and efficient workforce is essential for delivering quality services and ensuring effective implementation of county programmes.

    Another major priority is the enhancement of performance contracting across the county workforce to improve accountability, productivity and service delivery. The initiative is expected to promote a performance-oriented culture within the county government by setting clear targets and measuring results.

    Kang’ethe further emphasised the need to ensure that all county projects are implemented in a cost-effective manner while delivering maximum value to residents. He said prudent project planning, efficient resource utilisation and strict monitoring would help guarantee quality infrastructure and sustainable development outcomes.

    The implementation team will also spearhead several flagship KDSP II Level Two grant-funded projects that are expected to significantly improve public services in the county. These include the construction of the Gatundu Fire Station, which will enhance emergency response services, the Ndumberi Vocational Training Centre, aimed at expanding technical and vocational education opportunities for young people, and the Murera Market, which will provide modern trading facilities for small-scale traders and stimulate local economic growth.

    The meeting reaffirmed the Department of Administration and Public Service’s commitment to strengthening institutional capacity, improving programme implementation and promoting efficient, transparent and citizen-centred governance.

    County officials expressed confidence that the successful implementation of the identified priorities under KDSP II will accelerate socio-economic development, improve public service delivery and contribute to the achievement of Kiambu County’s broader development agenda.
