A Kiambu resident has formally petitioned the County Assembly of Kiambu to accelerate the implementation of Village Administrators, Village Councils and Ward Administrative Complexes, arguing that the move would strengthen devolution, improve public participation and bring government services closer to the people.
The petition, submitted on June 11, 2026 by John Mweha Kariuki of Ndenderu Ward in Kiambaa Sub-County, calls on the County Assembly to take legislative, policy and budgetary measures to operationalize provisions contained in Sections 52 and 53 of the County Governments Act, 2012.
Addressed to the Clerk of the County Assembly of Kiambu and copied to Governor Dr. Kimani Wamatangi, the petition states that although the law provides for the establishment of Village Administrators and Village Councils as key grassroots governance structures, the provisions have not been fully implemented within the county.

According to the petitioner, the absence of these structures has limited effective citizen participation in governance, weakened accountability mechanisms and reduced the efficiency of service delivery at the local level.
The petition urges the County Assembly to first establish the implementation status of Sections 52 and 53 of the County Governments Act before directing the County Executive Committee and the County Public Service Board to recruit and appoint Village Administrators and operationalize Village Councils across the county.
As part of the proposed rollout strategy, the petitioner recommends that implementation begin on a pilot basis in Kiambaa Sub-County before being progressively expanded to other parts of Kiambu County.
The petition also calls for adequate budgetary allocations to support the effective functioning of the new grassroots governance structures and the development of comprehensive guidelines on the establishment of village units, remuneration, facilitation and operational support for Village Administrators and Village Councils.
In addition, the petitioner proposes the establishment of Ward Administrative Complexes on available public land throughout the county. The envisioned facilities would house offices for Members of County Assembly, Ward Administrators and Village Administrators, alongside Resource and Information Centres and Public Participation Halls aimed at improving accessibility to government services and civic engagement.
The petition anchors its arguments on Articles 10, 174 and 232 of the Constitution of Kenya, which promote devolution, public participation, transparency, accountability and responsive governance.

It argues that fully implementing Village Administrators, Village Councils and Ward Administrative Complexes would strengthen grassroots governance structures, enhance coordination of county services and create more effective channels for citizen engagement in decision-making.
Following the submission of the petition, John Mweha Kariuki expressed optimism that the County Assembly would give the matter due consideration in line with its constitutional mandate of representation, legislation and oversight.
He maintained that the proposed reforms would not only deepen devolution but also ensure that county government services become more accessible, accountable and responsive to the needs of residents across Kiambu.
If adopted, the recommendations could mark a significant step toward strengthening local governance structures and improving service delivery at the village and ward levels throughout Kiambu County.
