The Kiambu County Assembly has formally commenced deliberations on the 2026/2027 budget-making process following the tabling of the Kiambu County Fiscal Strategy Paper (CFSP), 2026.
The Leader of the Majority Party, Hon. Godfrey Mucheke, on Tuesday laid the crucial policy document before the House in a session presided over by the Speaker, Hon. Charles M. Thiong’o. The move sets in motion a structured review process that will ultimately determine the county’s expenditure ceilings and fiscal priorities for the upcoming financial year.
Speaker Thiong’o subsequently committed the paper to the relevant sectoral committees for comprehensive scrutiny, in line with the Assembly’s Standing Orders and statutory requirements.
The CFSP outlines the county government’s fiscal framework, revenue projections, and key strategic priorities for the 2026/2027 financial year. It provides the foundation upon which the annual budget estimates will be prepared, ensuring alignment between policy objectives and available resources.
The document was tabled in accordance with the Public Finance Management Act, which mandates county governments to submit fiscal strategy papers to their respective assemblies by February 28 each year. The law requires assemblies to review and adopt the CFSP, with or without amendments, before budget estimates are finalised.
Each sectoral committee has been granted 14 days from the date of submission to interrogate the fiscal proposals, assess sector priorities, and engage stakeholders within their mandates. The committees are expected to gather views from the public, departmental officials, and other interested parties before preparing their reports.
Upon completion of the sectoral reviews, the reports will be forwarded to the Budget and Appropriations Committee (BAC), which will consolidate them into a comprehensive report for debate by the full House. Members of the County Assembly will then deliberate on the recommendations and may adopt the report either in its original form or with amendments.
Adoption of the CFSP will effectively set the fiscal and policy direction for the preparation of the 2026/2027 budget estimates, guiding allocations across critical sectors such as health, infrastructure, agriculture, education, water, and trade.
Meanwhile, residents and stakeholders have been invited to participate in the process by submitting written memoranda on the proposed CFSP on or before March 11, 2026. The Assembly has emphasised that public participation remains a constitutional requirement and a key pillar in ensuring transparency and accountability in public finance management.
The CFSP document is accessible through the official website of the Kiambu County Assembly, where members of the public can download and review its contents before forwarding their submissions.
County officials have reiterated that active citizen engagement will enrich the budgeting process and ensure that development priorities reflect the needs and aspirations of the people of Kiambu.
