Ting’ang’a Ward MCA Lawrence Mwaura Napoleon has been recognised for his contribution to lawmaking and legislative representation in Kiambu County after being named the Best Outstanding Legislative Performance of the Year 2026.

The recognition highlights his contribution to the development and presentation of several legislative proposals, including the Kiambu County Fire and Rescue Services Bill, the Kiambu County Investment Corporation Bill and the Kiambu County Solid Waste Management Bill, among other legislative initiatives.

The award organisers cited his legislative engagements, including the presentation of bills, motions, petitions and requests for statements, as part of the considerations behind the recognition.

Beyond his legislative work, Mwaura has also been involved in engagements with national government agencies to push for the consideration and implementation of infrastructure development projects in his ward and the wider county.

His role as chairman of the Education Committee in the county assembly has also placed him at the centre of efforts to strengthen the county’s early childhood education framework.

Among the key milestones he highlighted was the enactment of the Kiambu County Early Childhood Development Education Act, which provides a legislative framework for addressing recurrent and capital expenditure requirements in the sector.

The legislation is expected to strengthen the county’s capacity to plan, finance and improve early childhood education services, including infrastructure and other essential requirements for young learners.

Speaking after receiving the award, Mwaura attributed the recognition to God’s grace and the collective support of his family, constituents and colleagues in the county assembly.

He also acknowledged members of the Kiambu County Assembly, both elected representatives and the secretariat, for their contribution to the legislative process.

The MCA said the recognition was an encouragement to sustain his commitment to effective representation, lawmaking and development oriented leadership.

The award was presented under the auspices of Go Getter Brand Africa, whose slogan is Brand That Empowers You.

In the certificate signed by the organisation’s chief executive officer, Joseph Wainaina Mucheru, Mwaura was commended for his outstanding legislative performance during the year.

The recognition comes amid growing public expectations for county assemblies to move beyond routine debates and enact legislation that translates into tangible improvements in service delivery, accountability and the welfare of residents.

For Kiambu County, the effectiveness of such legislative initiatives will ultimately be measured by their implementation and the extent to which they address the needs of residents across the 60 wards.
